Australia’s citizenship policies rank 3rd out of 33 countries

 

14 September 2011: Australia is a world leader on providing a clear path to citizenship, according to an international study on migrant settlement published today by the Migration Policy Group. Australia ranks 3rd out of 33 countries on citizenship policies and 5th in its overall approach to giving legal migrants opportunities to participate in society.

The MIPEX can be used by both the international and national media as a reliable, quick reference guide to provide in-depth understanding on where countries are doing well in providing equal rights, responsibilities and opportunities to migrants, and where they are falling behind. You can compare countries to neighbouring or other countries, and get an overview of what has changed and what could be done to improve integration. Since the MIPEX is updated continuously, you can regularly access contextual information and keep abreast of what is on the agenda in your country with regard to migrant integration and the impact it has on society. You can find the reasoning behind low and high scores in your country and use the results to supplement the human angle of stories on migrants and their experiences.

Play with the data

You can use the MIPEX online tool to visualise selected comparisons of policies, countries and changes over time as bar, map, radar or scatter-plot charts by choosing a chart, selecting the countries and policies to compare and generating your customised chart.

You can then share your chart on Facebook, add it to your own customised PDF of the MIPEX results, embed it onto your website or blog, or save it as an image or CSV. 


Improve your score

You can use the MIPEX online tool to monitor and recommend policy changes. By manually changing indicator scores the tool will calculate your changes and forecast how reform would improve policies in your country and compare them with other countries.

You can then visualise these scenarios by generating new comparative charts to share, publish, embed or save in your preferred format.

14 September 2011: New Language Tests Could Threaten UK’s Progress On Integrating Migrants

The UK has become more effective at integrating new migrants, but new language tests could threaten this progress, a new study has shown.

The study, published today by the Migration Policy Group, shows that the UK government’s decision to remove the burdensome “Earned Citizenship” path has improved the UK’s standing in the “MIPEX” international ranking for effective integration policies. However, current proposals would make it harder for non-EU migrants to learn English, which is crucial in encouraging participation in local communities and employment.

Ranked 9th for its integration policies out of 33 countries, the UK guarantees better opportunities for migrants to integrate than most European countries, but still trails behind Canada (3rd) and Australia (5th), largely due to these countries’ strong support for all residents to successfully learn Englis h and their programmes on family reunion.

In particular, cuts to English classes means it is harder to learn English in the UK, and language requirements for family reunion and citizenship will be higher than all other English-speaking countries.

In addition, the new UK condition that applicant non-EU spouses must first speak the language before entering the country is totally absent from English-speaking countries like Australia, Canada and the US, and very rare in Europe.

As a contrast, Australia and Canada invest in migrant’s abilities to participate in society by providing free language classes once they arrive, and support for immigrant organisations in local communities.

The approach of combining demanding requirements with poor support may work more as an obstacle to learning English than as the incentive that has made integration work more effectively in Australia and Canada,” said the author of the study, Thomas Huddleston.

Rob Berkeley of the Runnymede Trust, the UK partner organisation for the project said: "Learning English is recognised as a crucial part of the route to integration. The UK government should ensure that there are opportunities for immigrants to learn English rather than making short term cuts which will lead to exclusion for migrants and their families in the longer term".

Commenting, Cedric Manen, Chair of the Settlement Council of Australia (SCOA), said:

“The UK can take lessons from Australia where they provide free English classes and additional support through settlement programs, particularly to those who are vulnerable. The settlement process has been strengthened through renewed focus on multicultural policy at a time when European counterparts took a more conservative stance on multiculturalism.”

www.INTEGRATION.skKaždá krajina, Slovensko nevynímajúc, stanovuje podmienky a pravidlá pre príchod a zotrvanie cudzincov na svojom území. Prevažujúcim trendom v oblasti imigračných politík je snaha získať predovšetkým vysokokvalifikovaných migrantov, ktorí budú pre hostiteľskú krajinu prínosom. Dôraz sa kladie na zapojenie imigrantov na trhu práce, osvojenie si jazyka hostiteľskej krajiny a ich integráciu v ďalších dôležitých oblastiach (vzdelávanie, bývania a pod.). Krajiny sú motivované prijímať cudzincov najmä vzhľadom na svoj ekonomický a populačný vývoj.
Slovensko zatiaľ v oblasti migračnej a integračnej politiky nenastúpilo celkom na cestu, ktorou sa iné európske krajiny uberajú už dlhšie obdobie. Počet cudzincov v krajine sa postupne zvyšuje, ale je to skôr dôsledok prirodzeného vývoja – otvorenia hraníc a ekonomického rozvoja, ako cielenej migračnej politiky riadenej štátom. Napriek zvyšujúcemu sa počtu cudzincov na Slovensku, nemožno zatiaľ hovoriť o masovejšom príchode cudzincov, keďže Slovensko má stále jeden z najnižších počtov a podielov cudzincov na svojej celkovej populácii (v súčasnosti tvoria cudzinci približne 1% celej populácie). Dôvodom, ktorý popri iných faktoroch výrazne ovplyvňuje nízky počet cudzincov na Slovensku, sú prísne nastavené pravidlá pre ich vstup a zotrvanie na území Slovenska. To sa týka najmä cudzincov z tretích krajín, teda krajín mimo Európskej únie a Európskeho hospodárskeho priestoru. Ani výsledky medzinárodného porovnania integračných politík MIPEX III (Migrant Integration Policy Index) nevyznievajú pre Slovensku povzbudzujúco. Slovensko sa v roku 2010 umiestnilo spomedzi 31 hodnotených krajín na 29.mieste. Takéto nízke umiestnenie bolo spôsobené nedostatočnými integračnými politikami najmä v oblasti uplatnenia cudzincov na trhu práce, politickej participácie, vzdelávania a prístupu k občianstvu. Vo všetkých týchto oblastiach Slovensko výrazne zaostáva za ostatnými hodnotenými krajinami (viac pozri na www.mipex.eu)...

A far-right Belgian political party has unveiled a deeply controversial new website where tipsters can report illegal immigrants working on the black market or abusing the social security system..."These websites are not in line with the European values that we defend," European Union spokesman Olivier Bailly told Europe Online. Immigrants make up roughly 9% of the population in Belgium, according to the most recent statistics gathered by the International Organization for Migration. Morocco and Turkey are the most common countries that immigrants come from, according to the Migrant Integration Policy Index...

Citoyen ou étranger ?Suède : vertus du modèle suédois, encore et toujours: La Suède tire son épingle du jeu. Le pays se classe premier du Migrant Integration Policy Index (MIPEX - voir encadré), un outil développé par un think-tank européen. Il classe les politiques d’intégration des immigrés dans trente-et-un pays du Nord. Environ 18 % des habitants de Suède sont d’origine étrangère, nés à l’étranger, ou nés en Suède de parents étrangers. Leur intégration passe par l’emploi, et une série de dispositifs : les immigrés sont éligibles aux "Re-entry Jobs", contrats défiscalisés pour un retour à l’emploi, mais surtout aux "Step-in-jobs" destinés aux nouveaux arrivants. Ces derniers allient emploi aidé dans le privé ou le public à des cours de langues, entre autres mesures d’insertion...

Migrant integration policy indexL’intégration n’est pas encore ancrée dans les habitudes. Les journalistes de l’émission Koppen (VRT) ont prouvé que des discriminations existent au sein des sociétés de titres-services. Un quart des personnes travaillant dans ces entreprises d’emploi à domicile sont d’origines étrangères. Elles demandent directement à leur client si ça les dérange ou non que l’employé soit d’origine étrangère. La nationalité devient alors un critère de base inclus dans les desiderata des clients. La ministre de l’Emploi, Monica De Coninck, s’est directement insurgée contre cette forme de discrimination. “Mag het een allochtoon zijn?” VRT (Koppen – 29/03/12)

Pourtant, le MIPEX, l’index évaluant les politiques d’intégration des immigrants, classe la Belgique sixième sur 31 pays...Le MIPEX indique également que la Belgique est en-dessous de la moyenne quant à l’intégration des immigrés sur le marché du travail. Ils n’ont pas un accès direct à certains emplois, y compris ceux pour lesquels ils sont qualifiés, car ils ne jouissent pas de la nationalité belge. En Belgique, il faut être domicilié sur le territoire depuis au moins sept ans et avoir rempli tous les papiers administratifs nécessaires avant de pouvoir bénéficier de la nationalité et des droits parents. En comparaison, l’Allemagne et les Pays-Bas réalisent un meilleur score dans le domaine de l’intégration au marché du travail. Pour prolonger l’analyse entre pays européens, Arte propose un “webdossier” consacré à la place des immigrés dans nos sociétés européennes. La popolazione straniera si avvicina ormai all’8% dei residenti, al 10% se si considerano solo i minorenni: valorizzare le capacità e rafforzare le competenze di queste persone è un obiettivo importante sul piano economico e sociale. Tuttavia, gli sforzi in questa direzione sembrano ancora frammentati e poco incisivi. Il rapporto della Commissione europea indica numerosi punti di debolezza nel sistema di istruzione italiano, e il MIPEX (il Migrant Integration Policy Index prodotto dal British Council –http://www.mipex.eu/italy) valuta come piuttosto debole l’azione politica in favore dei migranti nella scuola: “Educating migrant pupils is area of weakness for Italy”.

L’introduzione di politiche integrate per ridurre il gap educativo dei migranti, come auspicato dalla UE, sarebbe un passo importante per ridurre quest’area di debolezza, sostenendo il processo di inclusione sociale di una parte non irrilevante e crescente dipopolazione...
